The death toll for the Louisiana Flood of 2016 climbed to 11 Tuesday (Aug. 16) and eight more parishes were declared federal disaster areas.

Roads are still closed across the state and at least 11,000 people were in shelters as of Tuesday morning after a slow-moving weather system dumped as much as two feet of rain in 48 hours on parts of East Baton Rouge, Livingston and St. Helena parishes.
